Cannot accept latest license agreement

In Xcode, the latest version (10.1), I am trying to re-build some iPhone apps developed with Xcode 9 for iOS 11. I get the following build error:

The 'Apple Developer Program License Agreement' has been updated. In order to access certain membership resources, you must accept the latest license agreement.

This sounds like something simple and looking around, I should get a pop-up when I sign into my developer account at developer.apple.com, where I would presumably accept some agreement and be done with this. The trouble is, I get no request to review a revised agreement and I cannot find out how to force the system to let me review it and accept it. Is there another way to accept the agreement?

I went to update my iOS apps from the update section under the App Store. iOS 12 then informed me that the licensing terms from apple has changed and asked me if I wanted to continue? I selected yes and now it is hung up. I also tried this on my iPhone x with the same result? Any help will be greatly appreciated!
